About Gujarat Administrative Reforms Commission (GARC)
Under the leadership of Prime Minister Shri Narendra Modi, Gujarat is making rapid strides toward Viksit Gujarat @2047, in alignment with Viksit Bharat @2047. Recognizing the increasing workload across government departments, the commission has been established to drive administrative reforms, enhancing the state's framework, work methodologies, and processes. Chief Minister Shri Bhupendra Patel has developed a roadmap for Viksit Gujarat @2047, based on the principles of 'Living Well' and 'Earning Well'. To achieve this goal, the Gujarat Administrative Reforms Commission under the Chairmanship of Shri Hasmukh Adhia, Retd. IAS will play a fundamental role in enhancing the efficiency, effectiveness, and responsiveness of the state's administrative system. In the 2025-26 budget, the establishment of the Administrative Reforms Commission was announced. Demonstrating swift action, Chief Minister Shri Bhupendra Patel approved the operationalization of the Gujarat Administrative Reforms Commission just days after the state budget announcement.
To build upon the foundation laid by the establishment of the Gujarat Administrative Reforms Commission and its mission to achieve Viksit Gujarat @2047, these essential areas of focus will guide the commission's deliberations and recommendations, ensuring comprehensive and impactful reforms across various aspects of governance and administration. The Administrative Reforms Commission will deliberate and provide recommendations on the following matters:

Decentralization and Local Governance
